Here's another way you can get a replacement roll for your suitcase. Take a clear PVC tube as the wheel and cut out rings from it using a lathe or turning mill to get more precise cuts. The transparent PVC won't leave any marks on the floor. Next, press the rings onto the roll, making sure they fit tightly enough so that they don't come loose unintentionally. Since my printer couldn't produce the center hole exactly right, I had to drill it out slightly. Finally, reassemble everything with some grease between the static plastic parts and the new rolls.
