I'm totally vibing on the McCree and Clint Eastwood synergy in this project. The Toon shading reminds me of Dragon Ball FighterZ and Guilty Gear's signature UV/texturing style. For blockout sculpting, I'd go with Zbrush every time. As for modeling, UVing, texturing, rigging, and posing, Blender is my top pick.
