Update: 22 July 2019 The original parts gave out after a summer of heavy use, prompting me to take another look at the failure and simplify the design into two prints: the wheel itself and a spacer for the backside. This change eliminated the need for supports and resulted in a two-part print for each wheel. I recently helped out a coworker by creating a replacement part for his pool vacuum, which had suffered from worn-out wheels. He brought me one of the good wheels (there are two on the unit) and I modeled it in Fusion 360 before printing it out. Initially, I had duplicated the original part geometry, but I quickly realized that this approach would lead to an unsightly print requiring a lot of support material. To avoid this issue, I considered printing a version with a separate washer, which would have eliminated the need for supports. However, I decided to modify the inner design instead, so that only the outer edge required support material. This change allowed me to print the part as one piece, making it simpler and more effective.
