This is a NATO Rail mounted on a lens collar for attaching a Dot Sight to a Nikon 1 CX 70-300mm f/4.5-5.6 VR lens. To install the mount, one countersunk hexagon screw M5x18mm must be used to attach it to the lens. Additionally, two M3 screws and nuts are required to secure the rail to the collar for a stable fit.
