I managed to find an air boat that looked decent, but unfortunately, it wouldn't fit my printer, so I had to come up with a design from scratch. The result is very roughly based on the air boat made by RCLifeOn, and I've yet to test it since I just finished printing it. For the hinge on the rudder, I used 12g galvanized wire, which seems sturdy enough. I can confirm that it does float, but that's about all I know so far. I'm pretty sure it's top-heavy, but a 9in propeller was all I had on hand, so that's what I designed around. I have no experience designing boats and my fusion skills are still rough around the edges, so if you've got any improvements to suggest, please let me know. I've attached the Fusion 360 file if you'd like to take a closer look and maybe come up with some tweaks.
