This tool helps to spin the dial of a mechanical wheel combination lock with a 50mm / 36 notches dial (like a La Gard 1777) faster and with only one finger. The big ring is conical to fit perfectly over the dial. The printed upper side is the tighter side which should point off the lock (to you).
