Bulwark is also known as El Conde Gate located at the end of a street called Puerta del Conde, which serves as access to Independence Park. This military structure originally named Bastion of San Genaro consists of two solid stone cubes connected by an arch in between. A full part of the wall and a moat triangular facing east and several guardhouses make up the installation. The door functions as entrance to the city. During the middle seventeenth century, the closed gate was opened. Named after Conde de Penalba Don Bernardino de Meneses Bracamonte Zapata in honor of defending the city from the English invasion led by William Penn and Venables in 1655. Bulwark saw its first act on February 27, 1844 as the scene for the independence declaration of the Republic. The first national flag is raised that day. For some time after that Bulwark was serving as an altar of the Nation. A few years went by until Bulwark was transformed into a Bullring in 1880. Later converted into Independence Park, it features bronze sculptures with a compass rose on the ground indicating the thirty-two directions. The starting point from which all distances (Km. 0) are measured from here across the entire island can be observed from this exact location
