Printing Problems

I'm having some issues with print quality and I plan to share my findings with a post on both the Sunhokey 3D Printer Owners Group and the Prusa i3 group, referencing this maker project. If anyone has any ideas on either of those groups or right here, your input would be very helpful. The test piece was printed using PLA at 195c, with a bed temperature set to 60 degrees and sliced using Slic3r. I've included the Slic3r Layers and Speed settings in pictures as well. Thanks ahead of time for any assistance you can offer. (I guess it wouldn't hurt to leave the STL file out, thanks for the advice)
