This was a shaper that was sold in kit form in the US back around the 1950s. They would have been machined and assembled by students in shop classes mostly. Note that the crank and column are slightly different than the drawings, if they are just scaled from the drawings, the stroke is limited to around 5 inches. Get out there and weld one up.
