Plug for Garden Rotary Line Hole

This is a plug designed to fit into the gap where the rotating irrigation pipe enters the garden, as I've been struggling to locate the opening in the lawn and finding it constantly fills with stagnant water, so I'm hoping this solution will address both issues. Fits a 38mm diameter rotary line pole hole. I've included a sketch-up file for anyone who wants to make any necessary adjustments.
