These play-doh fraction cutters are designed so that the whole is cut out, but the partitions do not go all the way down to the bottom (this IS on purpose - kids need to do the actual cutting and get experience doing that with a guiding line on each figure). There are some images of pre-partitioned versus partitioned to help illustrate the point. I've included a set for circles, squares, and length/bar models (fourths, thirds, and fifiths...kids usually have no issues cutting into halves). To have kids cut the "pre-partitioned" places on the play-doh, I suggested printing the cutter created by MrKindergarten: https://www.thingiverse.com/thing:1294945
