First, I create the biggest circle to 980mm and created the smaller circle to 200mm. Next, I created a circle towards the top at 60 for the radius and 10 on the other side of the center line. Then, I created the 2 lines and smart dimensioned them to be 40mm apart. Next, I used the circular sketch pattern to create the rest of the spokes. Then, I extruded the center piece to 85mm and the spokes to 30mm. Next, I extruded the rest of my drawing to 55mm. Afterwards, I went to the front plane and went to the side of it and sketched out the dimensions shown on the blue print. I also revolve cut around the vertical centerline to cut the corner off, as shown. Finally, I changed the material to 1060 alloy and checked my mass.
