This concept was born from the rich Jamaican folklore surrounding ghosts and spirits dwelling in cotton trees. The vision is that these ghost-type Pokémon are being manipulated by a singular Whimsicott and Jumpluff duo, capable of controlling ghost-type Pokémon through the use of special cotton spores they release.
