Hold your foldable bike lock on the seat tube's bottle cage mount. It has holes in the bottom (picture #4) to prevent water or rain fill. These holes along with the holes in the top side can be used for any other purpose :-) It also has a band hole in the back side (picture #5) so you can add a velcro belt if your bike lock (or something you want to hold here) doesn't fit tightly.
