Paul Joseph Count de Smet de Naeyer was a powerful Belgian Catholic Party politician. Born in Ghent, son of a wealthy cotton industrialist, he was also an influential industrialist and banker. He led the Société Générale de Belgique and owned numerous coal mines. Elected to represent Ghent and Eeklo in the Belgian Chamber of People's Representatives from 1886 to 1908, he later served in the Belgian Senate from 1908 to 1913. Holding several key positions, Paul Joseph served as Finance minister twice, first from 1894 to 1896, then again from 1899 to 1907, simultaneously overseeing the Ministry of Public Works. He held the office of Prime Minister of Belgium twice, initially from 1896 to 1899 and later from 1899 to 1907.
