Mount a strobe holder on a near vertical tube, designed for a snug fit. The DS-30 White LED Strobe from Amazon is a top choice. You'll also need a small switch, 9V battery, and plug to complete the setup. Add a loop of tape to the non-terminal end of the battery for easy removal, then secure it with a ziptie. Adjust the strobe till its LED is perfectly flat against the horizon. Consider adding a drop of silicon or flexible glue between the 3D print and your frame to prevent movement.
