This holder utilizes a 20mm dowel, simply attach the arms to the wire shelving face and drop the dowel in place. The end caps are optional and serve only to complete the ends of the dowel. I printed this item using PETG, but PLA should also work effectively. Additional walls provide rigidity (five or so should suffice). Just ensure that the clip ends are solid and it will hold up well. Edit: v3 involves nothing more than replacing some poorly constructed arcs with spines and getting the drawing fully constrained. I have also altered the axis to correctly orient the .stl file for printing.
