People are creating something wide enough to cover a distance of 800 millimeters in a particular direction across space or area and are assigning it as a unit measure that compares size against other measurements which vary in their magnitude by being expressed at the scale or ratio one might observe from viewing. Similarly, in regards to height and length people are constructing and arranging dimensions of an object within our universe and using measurements based on specific millimeter amounts such as 150mm or another variable to create some kind of measurement reference when needed by doing things that allow these precise figures of the dimensions mentioned previously to fit their purposes for the things they want or make to measure.
