I'm fairly certain the right term would be "a pair of compasses." Feel free to correct me if I'm mistaken :-). The concept revolves around holding down the center by hand and rotating the rules around it. In the holes, you can insert a ballpoint pen or pencil. The large holes (2mm) on the red ruler are spaced 10mm apart from each other. Meanwhile, the small holes (1mm) are positioned just 1mm apart from one another. The blue ruler features only 2mm holes, which are situated 5mm apart from each other. The center has a scale divided into 10° segments, as well as markings for 0, 22.5, 45, 65.5, and 90 degrees. With this scale, it's possible to create quarter circles, among other things... In the center, you can fit a 3mm drill, rod, or pointed object that can be secured with an M3x10mm bolt and nut.
