quick design based on a similar holder i found on twitter; If I find the original again I'll add a link, but they're handmade wooden paint jigs from a hobbyist in Japan. Large ring is 4" Small ring is 3" Both have holes to accommodate 1/4" by 1/8" magnets to let hang from shelving/metal rack while coats of paint dry, or hold a small metal paint pallet while you paint the spindle piece at the bottom is friction fit in place, and has a 1/4" hole to fit a bamboo skewer/toothpick, held in place with a nut and machine screw. (will update with exact measurements later, i just modeled it around random hardware i already had.)
