The game is called "Naval Battle" and was created by Harry Gibson. The board represents a section of the ocean with a grid superimposed over it. Two bases are placed on opposite sides of the board, each protected by a harbor wall. To play, print the board twice. Place two battleships, three battle cruisers, four light cruisers, four destroyers, four auxiliary cruisers, five motor boats, five patrol boats, two mine sweepers, and three submarines on one board. Add three mines to complete this setup.
