This design leverages the supplementary structure found at http://www.thingiverse.com/thing:767317 (clip.stl and spool_holder.stl). I opted to utilize an 8mm tool steel rod instead of a threaded rod, both will function effectively. I designed the part with simplicity in mind for printing purposes, despite some unappealing geometry. Print the Big_pulley.stl file twice, offset correctly, to securely mount a standard 1kg spool at a 45-degree angle relative to the extrusion. Consult the provided printing instructions. Print Settings Printer: Scalar custom Rafts: No Supports: Yes Resolution: 0.5 or better Infill: 100% Notes: It's advisable to print with the largest surface area facing downwards for added strength. The design is intended to be practical in terms of material cost, and it will appear somewhat flimsy. A 100% infill is mandatory, and support structures are highly recommended. Edit: I reoriented Big_pulley.STL to align with a more desirable configuration for slicing purposes. Use supports!
