This is a replacement internal 'cog' for the Nokia CR200 charger. If you have one, and the arms have gone slack then there's likely a tiny piece inside that has broken or cracked. There's a community discussion where codekaizen---01 has posted a diagram of the piece. I made this up in Fusion 360 using the diagram. I had to clean it up by scratching the edges smooth with a scalpel, but it went right in and fits snug. When re-assembling, crank the internal cog to wind the spring. Two and a half turns gives the arms decent tension. If you re-grease the inside, use only a little bit of grease because too much prevents the mechanism from turning.
