This is a revised version of the Murloc posted by jempf788. The back foot was below-level and the center of mass was outside the footprint, making it impossible for the model to stand up. I fixed those issues in Meshmixer and smoothed out the model, adding some extra arm muscle and increasing the diameter of the back-spikes so they print more easily - although you still need to be extremely careful with them. I've printed this at 55% scale, and it came out pretty well when printing with supports everywhere and adjusting the roof/floor spacing. In my opinion, I wouldn't go smaller than that, but you can certainly try. I had good results tilting it about 45 degrees forward so most of the back spikes were as close to vertical as possible. It looked great and needed fewer supports - although be aware this makes the spikes more fragile. For stronger printing with slightly lumpier results (and more supports to remove), the spikes and forearms should be printed as horizontal as possible when printing, by rotating 45 degrees backwards instead.
