Twelve neopixel leds are connected to each lamppost. The first lamppost contains one ESP-07 and a DC/DC regulator (5V/3A). The ESP-07 RX pins are connected to the neopixel data input, and the neopixel output data is then connected to the next lamppost's neopixel input. Every third lamppost includes a DC/DC 5V converter to reduce voltage drop. A power supply of 12V to 24V can be used. Source code for ESP-07 and example python code are provided. Be aware that you need to specify the maximum number of leds, as the code verifies the number of bytes received in the UDP packet. The ESP-07 is compiled with a WIFI manager, requiring you to connect to its wifi first and set up your own connection.
