This item is called a cockade. It was usually stamped in thin metal in brass or sometimes silver. Worn on hats, lapels, uniforms etc. They could be any variety of colors, from a plain black to a tricolor National representation. This design includes two different cockades. One with an American eagle (typically seen used from 1832-1861) and a "plain" cockade. With a re-design the eagle can easily be removed.
