No extra borders needed: hole_border = just set to zero, nothing to add or change! Layer height can vary; just try not to make the bottom layer of your design so small that it would look awkward and messy. We recommend setting your layer thicknesses no less than about 0.2 millimeters - there are too many other factors in designing for good printing to mess up one crucial detail. Your height, which could also have been specified here in Customizer with an actual measurement rather than the somewhat loose specification 'Height = x', is indeed specified at precisely 4 centimeters:
