This character was designed for IGG contributor Jonathon Sullivan (http://www.thingiverse.com/enginecogs/designs) (and creator of his own gaming company, Weird Labs) and was based on a character design for his in-development tabletop game, Guardians & Goons (based on the reference art shown). If you want to print a 28mm scale version of this model, just scale it up by 166.6%.
