Fix your mouse cable to a point and let it rotate. Fix the bottom of Mouse-Rota with a double-sided tape or use Patafix. You will need a 608ZZ ball bearing. The ball bearing is pressed into the body. Lubricate the top of the cover with glue and press it into the bearing. Have fun with it, enjoy it =)
