You can create a Mouse ball tumbler toy with just one standard old 22mm diameter mouse ball. Print out the design, put it directly inside the steel ball as is, place the support part if needed, and connect the up and down parts together firmly. You also have the option to add lightweight gadgets or paper notes of your choice. If you'd like to make any modifications, I've included the freeCAD source file for you to customize according to your needs.
