Mount a 16.5 mm monopod on the Ninebot Mini handlebar. The model allows for a 1 mm gap between the mount and the handlebar. The mount hole is angled at 2.5 degrees from vertical. IMPORTANT NOTICE! Since I do not have a Ninebot Mini in hand, the handlebar profile was drawn from a pencil blueprint without any measurements. As a result, it could be very inaccurate!
