I really liked the Modular Stamp kit by Werner_Schaeffer - though noticed the STL for the holder was broken in two places: just above the base and in the bayonet socket. If you zoom in on that socket you can see it is not printed symmetrically. So in an effort to fix that mesh - I ended up remodelling the design in Fusion360. In addition, I could not open the kindly provided .FCStd source files in Fusion360 and thereby easily adjust the size of the base plates. I thus slightly remodelled these as well. I've included the .stl files along with .dwg files - which should allow you to modify these designs to your heart's content. Note that the base plate can be enlarged easily (at least in Fusion360) by pulling on the outer ring - see the image below. Upload the .dwg file, and create a sketch on the flat surface of the base plate. Add your .svg or another type of drawing and extrude from the surface. For a reversed effect, extrude first, then extrude back down with your drawing.
