This is a Wartenberg Wheel/Pinwheel, designed to stimulate the senses of your playmate. The handle has a comfortable grip and an interesting shape that can be placed elsewhere to motivate someone to keep their legs open or experience discomfort. You'll need 12 common tacks from a hardware or office store and an M3 screw with a nut, aside from a 3D printer. Post-processing is described below. A hint for the design: maintaining a moderate layer height will give you a pleasant "wooden feel," as seen in the close-up of the wheel.
