When martian fires are on the tallest of buildings the martian fire department calls in some sky-stalking firefighters. But sometimes these firefighters have water carbines instead of waterthrowers and they don't want to get a new outfit or buy new gear just to change into waterthrowers instead. These upgrades will allow you to put a waterthrower over the carbine barrel, or under it.
