Make Stars with a Lot of Filaments Sticking Straight Out

My objective is to produce perfectly uniform discs made up of precisely aligned filaments, each one measuring exactly 20 millimeters in length and boasting tips that are roughly 4 millimeters apart at the outer edge. However, as you can clearly see for yourself, despite my progress being impressive by relative standards, I still have a ways to go before achieving perfection on an absolute scale.
