This is a Mahjong wind wheel/indicator with traditional Chinese characters.The cap is to secure the wheel to the base, so that the wheel doesn't fall off easily. However, it isn't a mandatory part.*Thanks to tornarchon for designing the "Mahjong Wind Wheel". The wheel was taken from the design, as well as the dimensions of the base.
