John Russell, 1st Earl Russell, KG, GCMG, PC (18 August 1792 – 28 May 1878), known as Lord John Russell before 1861, was a leading Whig and Liberal politician who served two terms as Prime Minister during the mid-19th century. As a scion of one of Britain's most influential aristocratic families, his remarkable achievements, according to A.J.P. Taylor, were rooted in his tireless efforts in Parliament over many years on behalf of liberty expansion; after each setback he persisted, determined to succeed, until finally his endeavors bore fruit. Woodward countered that he was overly theoretical, often prioritizing obstacle removal over societal improvement. Nevertheless, Russell led his Whig Party towards reform; he masterminded the pivotal Reform Act of 1832. As Prime Minister, however, his fortunes reversed: he bore significant responsibility for government failures in addressing the Irish famine. Taylor concluded that as prime minister, Russell was not a success; indeed, his administration from 1846 to 1852 nearly destroyed the Whig party, while his Liberal Government from 1865 to 1866 came close to annihilating the Liberal party as well.
