I fixed broken mini blinds by replacing the tilt rod drums after noticing the little arms that hold the tilt strings had snapped off. It looks like these blinds are designed so it isn't possible to close them all the way in one direction before putting a lot of stress on these little drums. On my blinds the string makes a complete loop around the arm, so 2 passes under the clasp per string. I would recommend replacing all of them in one go. I replaced 2/3 only to break the last original during install and had to untie all the strings to fix. When searching online about this, I see that Levolor makes blinds using several different shapes for the tilt rod.
