I've been pondering the concept of a tiny fishing boat with its crew for quite some time now. It took me a while to sketch out the fisherman until I was satisfied with him. In order for LEO to float properly, a small counterbalance is necessary. This is the purpose of the fishermen's catch. The small hole in the fish should be large enough; if not, just enlarge it slightly. Even though my boats may not set standards (benchmarks), you can still use them for quality control.
