Here are files for a LEGO shaft with a centered hub. Filing the center clutch can be tricky due to its small size, but it's possible to modify it for a tighter fit. Printing the top of the LEGO part on its side yields better-looking nubs, but printing them downwards still achieves the desired clutch effect. I will upload pictures soon to showcase these designs in action.
