Print the base in any color using typical settings with support. Print the flame in clear or natural PLA/ABS with low infill (5%) and thin walls (0.8mm). I used these for Halloween Skull Torches by purchasing foam skulls at Michaels. Simply dig a hole in the top of the skull to accept the bottom of the 3D printed base. Insert the ceramic socket into the base, run the leads through to the base of the skull, and add a Tamiya power connector. Insert the bulb, add the flame cover, and stick it on a post (I used bamboo sticks also purchased from Michaels). These require a 12-volt power supply. You can use a garden light power supply, an old computer PSU, or a 12V wall wart adapter.
