LED Collar for big dogs

My first project involves crafting a collar for my ex-girlfriend's dog. The large letters are the reason why this project remains unfinished. I'll document everything I've accomplished so far, including the electronics I plan to use and a wiring diagram if necessary. To make this device as waterproof as possible, I intend to create two plugs using flexible filament. You never know when the dog might want to swim! A transparent hose is used for hydraulic purposes, which is sturdy enough that a dog would need to bite it at least twice to cause any damage, hopefully. The hose measures 42 cm in length, but you can trim it down to the required size. I added "big dogs" to one side because it would look absurd on a breed like a French Bulldog, while on the other hand, with the electronics, particularly the Li-ion battery, it weighs only slightly more than a feather.
