This is a lateral v-slot rail mounting base for the "Ender 3 RasPi Cam V2 articulated arm with Led stand" by giacomo30196, based on the "Flexible Webcam Mount V-Slot Base" by Druha. I use it to attach my Raspberry v1 Cam to the left rail of my Neptune 2, using also the "Simple raspycam holder & ball lock" by Kedryn.
