I've been fascinated by such devices for many years, and always coveted owning one. It's a measuring tool that makes it incredibly easy to locate the midpoint between two points. I started with a generated template, downloaded from http://robbbb.github.io/VectorRuler/?fbclid=IwAR1ajdM-8Za4I2TBvVJnhB-8U5gAGEYcFsyQusRNMAWVNTaDIiqM9N_YsuM. To utilize it, simply use the top scale to measure, and without moving the ruler, mark the same numerical spot on the bottom scale. The Inkscape file is included. I cut this one on a Chinese 60 Watt K40 machine. The logo in the image is because I made this one for a family member.
