Count Kuno von Klebelsberg was a prominent Hungarian politician who served as Minister of the Interior and Minister of Culture in the Kingdom of Hungary between the two world wars. Born on November 13, 1875, in Magyarpécska, Austria-Hungary (now Pecica, Arad County, Romania), Klebelsberg played a pivotal role in shaping Hungarian education and culture. After World War I, Klebelsberg took office as Minister of the Interior in 1921, a position he held until the following year. He then served as Minister of Culture from 1922 to 1931, introducing numerous educational reforms throughout Hungary. One of his notable achievements was establishing elementary schools in rural areas and modernizing universities. Klebelsberg also founded the Collegium Hungaricum, an institution dedicated to promoting Hungarian culture abroad. Additionally, he implemented a progressive scholarship policy for university students. However, Klebelsberg's ideology of Hungarian supremacy, which emphasized the superiority of Hungarian ethnic culture over minority cultures, was highly controversial. His views were deeply rooted in his antisemitic beliefs, which held the Jewish community responsible for Hungary's loss of territories following World War I. In a dramatic outburst in 1924, Klebelsberg demanded that Hungarian Jews return to their supposed homeland, promising to lift the numerus clausus – a quota system introduced in early 20th-century Europe.
