This is an Adapter for the well known (and famous) Kica Jet Fan 2, so that - the Front Nozzle doesn't have to be screwed in - the Fan can be hung or carried on a Lanyard (e.g. when wearing costumes in Summertime) - no fabrics can sucked in on the sucking side of the Fan (e.g. fake fur on costumes)
