It was part of the Soviet Union's efforts to create a heavy tank that could rival the German Tiger and Panther tanks. The KhTZ-16 was designed at the Kharkiv Locomotive Factory (KhTZ) and featured a number of innovative design elements. It was armed with a 122 mm A-19 tank gun, which had the potential to penetrate the armor of most German tanks of the time.
