UPDATE 15JUL2017: I redesigned the spinner so it prints cleaner now and is easier to handle. The blades are uniform thickness, so your slicer should run smoothly without stopping mid blade. I designed this spinner to resemble the "Fan" section of a jet turbine engine. Just blow on it, and it will start spinning immediately. The fan is directional, meaning that blowing on it from one side vs the other will make it spin much faster. Simply holding it near your car's air vent with the blower on high will get it spinning quickly. You can easily see the speed difference depending on which direction you blow. To print this design correctly, use the STL file as is and face the side that was facing up during printing towards the airflow for maximum spin speed.
