Save the bitmap in the same folder as your OpenSCAD project and include it. Insert these lines into your project: include, block_size = 2; height = 2; chars = ["ra","bu"]; char_count = 2; 8bit_str(chars, char_count, block_size, height);. The block size is the letter's size in mm, each letter has 8x8 bits. Height is the thickness of letters, and char_count is the total number of characters. Rotate, translate, and manipulate your object within the design. Use romaji for chars since OpenSCAD doesn't support Japanese characters. Some syllables require two katakanas like 'cha', 'nya', or 'ja'. Find a char table at http://myshumi.net/2011/07/20/japanese-bitmap-for-openscad/. Choose how to write certain characters based on their keyboard representation. Keep capital letters and other symbols from the original bitmap.
