Iosif Jumanca was born on December 23, 1893, in Fólya, Temes County, which is now known as Folea, Timiș County. In 1903, he became a founding member of the Romanian branch of the Hungarian Social Democratic Party. This party later transformed into the Social Democratic Party of Transylvania and Banat. Jumanca was a journalist by profession and held strong patriotic views on behalf of Austria-Hungary's Romanians while also being committed to social democracy. He successfully led his party to three consecutive congresses: Sibiu in December 1906, Budapest in December 1910, and Arad in October 1913. Although Jumanca primarily viewed the socialist movement as a struggle between classes rather than nationalities, he insisted on separate Romanian structures. This was because many Romanian workers in Transylvania and Hungary were hesitant to join Hungarian-led movements for fear of Magyarization. Jumanca believed that Romanian-led party sections and unions could educate workers about their language and history while protecting against Magyarization.
